I have reviewed the document and had a brief chat with author for technical clarification. 
This is more or less a companion document of RFC 8556 that describes the use of BIER for MVPN while this document describes the use of BIER for EVPN with caveats pertinent to EVPN.

In my view, document is ready to progress to next step.
