Summary:

This draft is basically ready for publication, but has nits that should 
be fixed before publication.

The changes since -07 have resolved all of my concerns on that version. 
I find the document much clearer.

1) NIT: Inconsistency

In Figure 3, a Fault gives rise to an Alert, that gives rise to an Alarm.

In Figure 4, a Problem directly gives rise to an Alarm, with no 
intermediary Alert.

Is this inconsistency intended? If so, it could be helpful to explain it.
