The IESG approved the minutes of the November 9 teleconference. Coya to place in the IETF shadow directories. 2. The IESG approved the creation of the Remote Authentication Dial-In User Service (radius) Working Group. Coya to send announcement to the IETF. 3. The IESG approved the creation of the Procedures for Internet/Enterprise Renumbering (pier) Working Group. Coya to send announcement. 4. The IESG approved the publication of IPv6 Testing Address Allocation as an Experimental RFC. 5. The IESG approved the publication of IP over ATM: A Framework Document as an Informational RFC. 6. The IESG had no problem with the publication of CyberCash Credit Card Protocol Version 0.8 as an Informational RFC. 7. The IESG had no problem with the publication of Voice Profile for Internet Mail as an Experimental RFC. 8. The IESG had no problem with the publication of Class A Subnet Experiment Results and Recommendations as an Informational RFC. 9. The IESG approved the publication of a revised version of Introduction to Version 2 of the Internet-standard Network Management Framework as an Experimental RFC. The announcement is not to be sent until the revised Internet-Draft is announced. 10. The IESG has approved the following seven Internet-Drafts as Draft Standards when the revisions are available as Internet-Drafts (the version numbers will be one higher than those listed in these minutes): o Structure of Management Information for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1442, currently a Proposed Standard. o Textual Conventions for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1443, currently a Proposed Standard. o Conformance Statements for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1444, currently a Proposed Standard. o Protocol Operations for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1448, currently a Proposed Standard. o Transport Mappings for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1449, currently a Proposed Standard. o Management Information Base for Version 2 of the Simple Network Management Protocol (SNMPv2) for the status of Draft Standard. This document is an update to RFC1450, currently a Proposed Standard. o Coexistence between Version 1 and Version 2 of the Internet-standard Network Management Framework for the status of Draft Standard. This document is an update to RFC1452, currently a Proposed Standard. The announcement will be sent when all the documents have been reissued as Internet-Drafts. 11. The IESG approved the reclassification of the following to Historic: o RFC1445: Administrative Model for version 2 of the Simple Network Management Protocol (SNMPv2) o RFC1446: Security Protocols for version 2 of the Simple Network Management Protocol (SNMPv2) o RFC1447: Party MIB for version 2 of the Simple Network Management Protocol (SNMPv2) o RFC1451: Manager to Manager Management Information Base The announcement will not be sent until the draft SNMPv2 Protocol action is sent. 12. The IESG approved the revised version "Transition Mechanisms for IPv6 Hosts and Routers" as a Proposed Standard. Announcement will not be sent until the revision is available as an Internet-Draft. 13. The IESG discussed the need for an official Repository of appendices to Standards documents published as RFCs. The repository would contain templates, skeleton, sections of code, and other items that can not be published as part of an RFC. It was then suggested that a similar/separate subdirectory be created to contain IPR related items Steve was tasked to send a note to the RFC Editor asking if they would establish a subdirectory off the rfc tree to hold these items. 14. The IESG discussed and agreed that the IETF meeting fee for LA should be raised to $250. Once the final figures for the Dallas meeting are available, the meeting fee level should be revisisted and compared with the projected values for the year. Paul to send Steve a copy of the overheads used in the plenary presentation. 15. Several IESG members reported on public statements that had been made by the Web consortium and others WRT payment protocol development. Basically, the consortium believes that the IETF is next logical step in the development and enhancement of these protocols, and that they will be preparing Internet-Drafts to document their work when it is ready, and will present it to the IETF for further work. It was noted that the IETF will not do anything until the Consortium's efforts are made available as I-Ds. 16. There seems to be some confusion as to the ability of ITU to reference IETF documents (RFCs) in their own standards documents. One objection to this practice was raised by the U.S. State Department, noting that the IETF retains no recognized status as an international standards setting body.
